As a scientist I'm leaning towards believing that there is an element of truth in the article. More evidence is needed, but it helps explain why the Chinese Government reacted so quickly.
We will know more as the epidemic spreads, the truth will out: the Chinese Government may be able to control information in China, but once the virus is out in the west there will be no hiding.
If it is the result of a very stupid attempt at genetic engineering the Chinese scientific community will never be trusted again.

Whatever it is it may well be as bad as the 1919 Spanish Flue pandemic.
