This would be a "thunderbird" that sits traditionally on top of a totem pole. This particular one is located on the Salish Sea (Puget Sound) about 20 miles west of Seattle in Port Orchard Washington State USA. I might be mistaken but I believe it is from the Suquamish Tribe.
