Can you get at the hinge pins???
The stainless ones are easy to tap 'out', but if not stainless it may be tricky.
The point is, they wear in a <180 degree plane, so one possible solution is to tap them out just enough to get a hold and rotate 180 so that the unworn section comes into play.
Alternatively new hinge pins or new hinges.
With regard to a neoprene fix on the door bottoms - standard density won't do it. It's too soft. You might get away with Firm Grade neoprene, or Polyethylene just as a small buffer.
Either of those will fix your dashboard chafing and it won't take much of a patch to stop it. In either location, first use a same-size patch of double sided tape on the panel or sidescreen. This means that you can remove it later without leaving a mark. Maplins (and Halfords)do decent double sided tape. Then glue the neoprene to the tape with contact adhesive. Apply an initial covering to the neoprene to 'prime' the surface, before fixing.
