Disaffected or anti-social disrupters will just deliberately walk out infront of them in cities knowing their collision avoidance systems will just stop them

The only thing stopping someone doing it now as a protest is that they know they will get run over

Easily fixed, just design the software so that once in say 10,000 potential collisions, the car just keeps going. It would still be loads safer than having drivers, but sufficient risk to the pedestrian to ensure they don't take the car stopping for granted.
