From 41:00 to 46:00 they talk about the legal reasons in the US that contribute to why many modern cars have such a long gear ratio. For once, it is not about exhaust and fuel consumption, but noise.
All in all in my opinion once again an interesting episode.

Its his opinion and not a fact. It has to be nonsense - there are many expamples of cars that are almost silent exhaust noise wise. However economy can be generated by high gearing and multiple gears that land you at the most economic engine spped band for more of the time.
