The Frost kit looks very well made.
I must be missing something but always thought wheels were best balanced in their vertical orientation rather than horizontal?

Well static is said to only work well on narrow rims. I believe that professional static kits do mount the wheel vertically, and work by looking at which part of the tyre stops at the bottom after rotation.
But in balancing a wheel in the horizontal plane, it wouldn't then have a heavy spot if mounted vertically. Maybe I'm over simplifying the physics, but for me this has worked.
