Just so we get some proper details rather than lots of supposition - what advice did the dealer/MMC give to them at the time (I assume they made contact to get instructions)?

Bob,

Applied for change of address 3rd week of December on line, my partners licence came back in 4 days. After 6 weeks I phoned got straight through, chap said ah there was a problem with your application and I've sorted it. Got my licence back 3 days later. Renewed my partners licence this Monday (over 70) it came back this morning.
