Just picked up this month's Practical Classics and in it there is an article saying that from now on any tax exempt cars are also to be legally entitled to wear black and silver number plates. As I have a 1975 4/4 I am interested in this as it will become tax exempt in April next year. Tippers number plates proudly say on their website that this is the case as well.
Thought I'd double check with DVLA and their answer (by twitter) is: Hi Simon, these plates are only allowed to be displayed on vehicles registered on or before 1st January 1973...The change in Historic tax class legislation doesn't affect this. So, confusion reigns supreme. I've asked Practical Classics what their source was but was wondering if anybody else has heard the story?

It came up in a meeting between FBHVC and DVLA that black and silver could be used on all tax exempt vehicles, but seems that one part of DVLA don't talk to another and so as you say confusion reigns!

In Aus you can get black and white plates legally (OK for a fee...). The reflection quality is quite outstanding. Why can the same materials not be used in the UK?

Yes I read that as well. I mentioned it in another thread but when I went to check I couldn't find the original source (it wasn't Practical Classics as I don't get that.) I remember the article expressed surprise as it really doesn't make any sense.

No it doesn't make sense to have b and w plates on post 1972 cars as they would be historically incorrect.

Having lived through the era when people fitted white and yellow reflective plates to make a car look newer. I've never understood the obsession with black & silver plates. But even one or two dealers do it.
