'cept if the indicators aren't flashing, there will only be the initial click as the lights switch on.
Not certain, but I suspect there are two relays, one for normal direction indicators and a second for 4-way flashers
. If neither are working I'd suspect an earth fault somewhere (although that could manifest itself in many ways). Suggest you check the wiring and connectors around the rear lamps first - take the bases out of the holders and lift the spare wheel out to get better access to wiring behind rear panel. Then check the fronts... 'Murphy' says the fault will be at the front if done in this order
