Just to put my Techy hat on, we are with TalkTalk primarily for the TV box. We live in a small village 2 miles from the exchange and .5 mile from the cabinet. We had 2 previous suppliers for Broadband and phone and both had been poor and erratic. When I took the TalkTalk TV package they sold it to me on the phone saying that we would get 6mbs and would be able to use the service. I new this unlikely, so several time I questioned this in the conversation as I intended to refer back to it later.
So in came TalkTalk and only 3mbs, and after several phone calls and 3 engineers (one from BT who made the service worse), all throttling was removed as they had sold us 6mbs. We now get 4.5 -6 mbs.. No infrastructure changes just the software on the switch(exchange).
