The kingpin doesn't move, because it's held secure at the botton and by spring pressure. It's more a function of a large diameter bolt with a fine thread. You would think it would just restart, but the bolt had some lateral movement as it goes in and that's what causes the problem. The hard chrome kingpins from Mulfab have a different thread, and when you're refitting new pins it's much easier to restart the thread when the bottom is loose. The fitting instructions did mention not leaving the top bolt until the spring is tensioned.
