why not just buy a set of painted wires ( x4) and have winter tyres fitted.
Keep your best chrome/ stainless wires for summer useage.
Plenty of E bay and dealers doing great deals on basic wires.
OR
you can buy a set of second hand (even if its one at a time) and have a powder coat refurb ?
Just an idea
center lock solid steel wheels will be EXPENSIVE as you say 2000 a set !
