I had a chirping rattle noise coming from the same area as you describe and I fixed it by wedging a piece of felt between the steel tubular frame and the metal at the bottom of the dash area. When you hear the noise, grab the dash aluminum near where the unused 12v plug hole is and pull it toward you slightly and see if it quits chirping; if so that is where the sound is coming from and felt is the answer.
