Can't answer your questions directly but be careful. I doubt any car has survived 70 years in the original state.
I would rather think the 1972 4/4 I had was rather similar, and I replaced the webbing on that. The webbing was fixed at the rear of the car.

Woolies hood webbing Depending on colour of car and or hooding, I'd be tempted to use beige or fawn, the black takes a very long time to fade and those colours are nearer what one imagines original webbing to have faded to.
The 'what keeps the hoops + webbing up' is simple, the hood. The forward-most hoop is held up as is it cannot go further forward because of the webbing and cannot go backwards as the hood restrains it. If you have the hoops in place, hinge it to about the right place, then hinge it back. The hood would have to have a huge bulge for it to go backwards; so it doesn't.
If your trimmer has made a hood for any sports car, he'd know all that though.
