Ad. clearly states Buyer's Premium at 10 (ten) % plus VAT. However, does that mean 20% of the 10% (ie 12 % in total) or 10 % plus 20% VAT (ie 30%) which makes a HUGE difference?

Still too much for an auction vehicle IMHO.
