Used to be a classic sign that the motor had lost its earth, we used to put a quick fly lead on the motor (ground its casing with a wire to the engine block, if it moves the arms to the park position (ign on and wipers stopped part way as you describe of course) then clean all earths. Cleaning the block connectors is very good advice also, as is check the one under the motor as it gets full of trapped water.
