I see that some states, including MO, has a "fully enclosed" with ABS, seatbelts, roll cage or roll bar etc to be an autocycle.
I checked several states and it appears that the Elio guys have been pushing for the "fully enclosed" wording, which of course they meet. Some regs also say tandem seating, not side by side.
I think this is going to be a cluster _______!
In MO it would still be classified as a motorcycle because it's side by side and not enclosed.
