One of my ex-Siemens colleagues went to R-R before he retired. He had heard that they were planning an all the bad news at once announcement. The real issue is whether the current CEO can drive through the improvements and disrupt the "always done it this way" malaise that is slowing them down.
R-R are a very important local employer (Derby is only 15 miles from here) and there are a lot of jobs depending on them getting the next phase of their development right.
On the plus side, they still invest heavily in apprenticeships and staff training.
