Governments should be able to design tax systems that prevent this sort of thing happening.

Individual rich people and corporations should stop using the "It's legal, so it must be OK" defence, and start acting like civilised members of society.
Individual normal people should start using their economic power to influence the behaviour of rich people and corporations. Don't like the fact that Apple isn't paying its fair share of tax? Stop buying their products and tell them why.
