Not sure what's wrong with the "revenue earner" bit. After all we pay far more than traffic fines in income tax. And in a way I would rather government revenue came fro law breakers than hard workers. Maybe that a thought - confiscate all assets from criminals like burglars and de criminalise speeding?
Given that the only assets you'd recover from most burglars are likely to be other people's stuff and maybe a crack pipe or two, I can't see this adding too much to the public coffers. The Proceeds of Crime Acts is already fairly enthusiastically pursued.
