If the "narrow tyres" don't put him off, I would seriously consider a Zetec 4/4 so that he can get the later long door model with Stainless steel bulkhead and rack and pinion steering. Easily under £25,000.
Then as funds and time allow tune the Zetec to get +4 type performance.
If he's hands on, £2500 will cover the upgrade.
I have driven in company with a Zetec 4/4 that had throttle bodies, a sports exhaust and a mild road cam fitted. I suspect they had a lower diff ratio than the later Plus 4 and I have to say that in real world on-road performance it lacked nothing by comparison to my car. On an uphill drag in top gear I could not have passed him.
