I learnt something interesting on a similar course recently, and which the police are trying to get across to the public. If you enter a smart motorway limited zone while still decelerating, the system is programmed to presume there is congestion, so it lowers the limit at the next gantry.
ALWAYS accelerate as you enter a speed restriction zone!!!!!.
