I used a 60mm Bosch hole saw, with suitable arbour.
I dropped the dash to check there was nothing behind it in the area that I was going to cut the hole and then put the dash back so it was firm and secure whilst I drilled it.
I dropped the steering wheel to its lowest position so I had straight line access with the drill whilst cutting the hole.
Unfortunately I could not find a car with a clock to template the position so just guesstimated it from pictures. I made a 60mm paper cut out as a mock up to check I was happy before making the cut.
Due to the thickness of the dashboard the 'legs' of the mounting bracket were too long for the locking nuts to engage the threads so I had to shorten them by 7-8mm using a Dremel. Other than that it was quite straight forward.
