In reply to some of your questions:
A. Crankshaft nut upgrade (and cambelt idlers?) means that the crankshaft bolt shouldn't smash its way out of the cam chest cover, a good thing.
B. Rear hub should be an anodised black one that gives better belt clearance, a good thing.
C. This sounds like it has a less efficient home made cooling kit rather than the MMC one with it's ECU re-map. Maybe better looking. Not ideal for a very warm climate.
1. Centa is only available from MMC and is a big job, engine out. Don't know current price.
2. Exhaust mods not essential but will help with better and cooler running.
3. Very good to have Urban Cooling Kit, for a hot climate particularly. If it doesn't have the MMC cooling kit and ECU map it will go into skip fire mode if hot.
4. The track arm riser adaptors look like the ones used with the original Empire Kit, not the MMC type. It does not have the Empire steering correction kit fitted, just the steering arm ends. There were some issues with these if not fitted correctly, safer to have the MMC version fitted.
I don't know about the final 3 items. Hope this helps with your decision.
