My Mustang had its first MOT & 3rd service. I asked about brake fluid & antifreeze change & was told technicians test them & change if needed. I hope they did that.
These days modern antifreeze lasts a lot longer than two years.
There are devices that can test the brake fluid in the reservoir but not in the calpers where water vapour can creep through the flexi hoses.
That seems more to do with reducing service costs rather than good practice.
