That may be what the Daily Mail says (not my daily read, so wouldn't know) but my reading of it is that for NEW cars registered the year one rate (which is significantly higher for 131gCO2/km and above) will be applied every year. So up to £2,175 on a petrol car.

Moral of the story? If you want a gas-monster, buy a secondhand car or keep the one you've got. Can't hurt secondhand prices if older cars are (much) cheaper to tax.
