Our neighbour who celebrated his 100th Birthday the other day, seven years ago voluntarily surrounded his licence to the Police after knocking a cyclist off his bike in broad daylight. The cyclist was shaken up but not injured, It transpires his wife who has now passed away, used to watch for parked cars and obstacles from the passenger seat, because he had a slight vision impairment in his left eye. He was driving on his own when the cyclist was knocked off their bike! The Police gave him a choice either surrender the licence or they would prosecute. It is not uncommon round here, as its a big retirement area for drivers to continue to drive well beyond their capabilities to do so.
