2 things to check:
- I once noticed the center bolts getting loose. Make sure those are tight.
- similar to your foam idea, I place a bit of masking tape (just enough) around the spindle and then mount the wheel. It acts as a slight buffer from rattles. Not too much, and it will tear easily if you take the wheel on and off frequently.
