I assume you mean a plus 4 (one of the last) not a plus four CX series since your post is in Classics. If I'm correct there should be a jack (and handle for same) plus hex wheel nut tool and thor hammer, assuming you didn't spec alloy wheels.
Same tools with my 2011 plus 4, but the plastic tool tray has a couple of mouldings that are empty, so it may make you think that something is missing.
