If you brake hard you'll block the front tyres before the rear one. But a fraction of a second later (according to my ears) the rear blocks too. But resuming: yes you can block it if apply a hard foot on the pedal.

About changing the brake pads, you need to remove the wheel, I guess. I'll ask Steve and Craig, but looking at the pictures, there is not much room to change the pads with the wheel on.
