Sounds like the motor itself with an internal winding issue maybe. This could explain both the missing low speed and excessive current draw on high speed.
To prove you could gain access to motor and try dabbing direct +12 volts on green/slate and green/yellow wires to see if each speed works. I would be wary of leaving a 30 amp fuse in the main circuit though.
