I'm guessing that one of the bolts was lost and, instead of finding a correct replacement, whoever did the work just rethreaded the one hole to fit a bolt that he had. The more I get into this car, the less things like this surprise me. I'm currently replacing the brake and clutch master cylinders and discovered that the bottom edge of the firewall is not connected to the crossmember...
