Regarding the panel lights.....do you have a dimmer switch? Check that to see if it has been moved to " DIM". Also test the switch. From memory it is basically a rheostat type with a contact that slides over a wire "coil" to vary the current/voltage to the gauge bulbs.
Not on a 1960's Plus 4 - it's just an off on toggle switch.
Only rheostat on a 1960's car is the fan control
