I would say yes - you can fit a tow bar. I've stuck them on loads of different stuff in the past, either by welding up brackets, attaching to bumper mounts, or bolted through boot floors or chassis rails etc. There will be something towards the rear that you could make work.

Legally, as you've said, not a chance. Post 1998 (I think) cars have to have a factory spec/homologated tow bar.
