[It's illegal as far as I know to sell a car with a removeable steering wheel, so although the Quick-Release mechanism is supplied by the factory, the bolts that secure it do not allow removal of the wheel, as designed. But if you happen to notice this and cut down the bolts, most people discover a new facility that was not there at time of purchase Mine was supplied in Nov 2013 with a working QR wheel.

I recall reading about a bolt length issue before with the quick release...on here somewhere I am sure. It's illegal as far as I know to sell a car with a removeable steering wheel, so although the Quick-Release mechanism is supplied by the factory, the bolts that secure it do not allow removal of the wheel, as designed. But if you happen to notice this and cut down the bolts, most people discover a new facility that was not there at time of purchase OK if the wheel is already on the car, but this was a Brooklands wheel bought as an (expensive!) aftermarket accessory, and it couldn't actually be attached to the car...
