Can anyone proffer advice please regarding when having luggage on the luggage rack and the legal position regarding the high light above the rack being covered, both in uk and in Europe.i am considering buying a case so it's size may be a facet I need to take into account if the light has to remain visible.thank for any ideas.

Technically you should have a high level light visible on the top of the luggage. There are other posts on this forum about how it can be done.
There are stories of the French Police getting silly about it. But no one here has been fined, as far as I know.
The simple answer is to remove the high level light completely: this takes about 10 min and requires a screwdriver.

My 4/4, being of 1986 vintage, didn't have a high=level brake light, but rather than fitting one where luggage might obscure it, I fitted an LED strip to the lower rail of the luggage rack, so that it's visible whether or not one is carrying luggage.
It's still above the level of the standard brake lights, and people who have followed me report that it's very effective.

I would also remove the cobra. That's the easiest and fastest solution.

 I made one of these to go across the top of the suitcase at the highest point linking the two luggage straps where it needs to be to be seen by lorry drivers etc..
It is made from an ebay purchase lamp and an old Laptop Bag Strap. Maybe you could buy just an extra Cross Strap from MMC?
For speed you could get an Auto Electrician to add the same plug for you as the High Level Lamp.
I had a 'Y' piece made to insert in the line for mine as I do not need to remove the existing lamp unit. Steve Simmonds used to sell them with a Leather strap to fit in the same way. He now operates as Superspoke but it may be worth contacting him there to see if he still has any. http://www.superspoke.co.uk/

As others have said plenty of easy fit options from the motorbike world or you could splash out on a MogBox, thanks to the help and generosity of a fellow TM member I got one last year, one of the most useful accessories I have ever bought, not for everyone but I am very glad I have mine. If you have a hydraulic brake light switch (rather than a mechanical one fitted to the brake pedal), putting an extra light in the circuit can risk burning out the hydraulic switch contacts. It would be wise to fit a relay into the brake light wiring circuit, or fit LED bulbs to the brake lights, in order to reduce the load on the hydraulic switch.
