Based on your evidence, which I can largely confirm, the figures are overstated by 15%. Reducing the CO2 emissions by 15% would cut my annual tax by £!5.00!!!!
Another good reason to run older cars, at c.34mpg / 200g/km my 4/4 should pay VED of £290, but because it is pre 2001 I get away with paying only £230

I find this rather odd, as all the newer Morgans as I understand it are fitted with engines, ECU etc supplied by 3rd party manufacturers (BMW and Ford) so as these units are supposedly locked down then do not the Emission figures submitted by the 3rd parties for these engines apply with the authorities. Obviously if a limited run and a tuned variant then Emissions would need to be specified by MMC. Or am I misunderstanding something here?

As far as I can see MMC are indeed using the CO2 figures taken from the parent car. The 4.8l N63 engine has a rating of 282g/km when in 360bhp form in the 6-series E63, and that's what MMC quote.
If MMC were to go to all the trouble of producing their own emissions figures, it would come down by a bit I'm sure but there would be no real benefit for MMC and a lot of cost I presume.

That's exactly what I thought, and I am not even sure they are allowed to change Emission figures unless they make changes to the set up and then do testing, I believe its all tied down in the homogulation stuff, and as you say would be expensive.

Now here is a thought for the philosophical driver of the Morgan. Compared to the Tourbillon watch movement that returns a time keeping standard regardless of deflections up hill or down hill or skiing down a Swiss mountain. The loveliest Morgan will return a modest fuel consumption with equally pleasing regularity in whatever attitude it might be worn by its pilot.
In broad terms are not emmisions proportional to miles per gallon and therefore the Morgan figures could be different to the "donor" engine use due to gearing, either gearbox or diff ratio.
