It's a hefty chunk of fees. At that rate you would hope it does. VAT is payable on buyers fees but it would appear some auction houses include it within the fee they quote whilst others add it on afterwards.

Ad. clearly states Buyer's Premium at 10 (ten) % plus VAT. However, does that mean 20% of the 10% (ie 12 % in total) or 10 % plus 20% VAT (ie 30%) which makes a HUGE difference?
Still too much for an auction vehicle IMHO.

Normally at Antiques auctions the VAT is only on the premium ie: If the sale price is £20,000 the premium is 10% = £2,000 the vat would be £400 total price = £22400
You would be wise to check this with the Auction house to confirm. There would be a further 3% + vat on the hammer price charge on top if bidding via the net.
