So to build a descent road and rail line between Sheffield and Manchester will cost another £10b to £20b. I'd say worth every penny as most of the cost would go back into the economy.
Yes, a good stimulus to the economy. If public money is to be spent on anything, infrastructure projects are where it should be spent in my view.

[Pedant mode] UK gross contribution to EU in 2015 : £13bn EU spending on UK in 2015 : £4.5bn Net cost of EU membership : £8.5bn Total UK Government expenditure in 2015 : £760bn UK GDP in 2015: £1807bn Cost of EU membership as a % of public spending : 1.1% Cost of EU membership as a % of GDP : 0.4% [/pedant mode] This is why I refuse to get very concerned by the EU issue, it is cheap entertainment. In context: We spend close to 4 times as much on the MOD and plan to increase to 2%. The NHS costs us 6.3% of GDP. Likewise EU immigration. 87% of EU migrants, according to HMRC, work and mostly do jobs Brit wouldn't do, so they neither steal jobs nor cost us much. I ignore the EU, at worst it is just an irritation. I also ignore the UK media, it is controlled by people who make Mr Trump look reasonable.

What about investing in railfreight? RoRo style or container style to reduce lorries on long haul journeys. Local distribution from hubs. Use overnight for longer hauls as there is less passenger traffic. I remember the rail tanker trains coming from refineries in Pembrokeshire. A huge sum is propsed for HS2 with a new line...for limited numbers of passengers to save 20 mins! Smacks of money for the backers of politicians to me, now, a dual use line for freight too....much better and helping manage overcrowded roads. If the Northern Powerhouse is so important to justify HS2 cost then why only for passengers in limited numbers? Will Joe Bloggs pay extra for a 20 min saving or just execs on expenses? Concorde was awesome but in the end only provided for the few who could afford it in most cases.

We need a larger loading gauge to make this viable. In the USA and most of Europe truck trailers can be loaded onto flat cars.
In the UK the container has to come off the truck. Which is why it won't work.
The only railway built to the Continental loading gauge was the now closed Great Central. Odd that. The Labour MP for Luton North, Kelvin Hopkins, proposed the re-opening of the GCR as cheaper alternative to HS2. Hopkins had previously advocated re-opening the GCR as Central Railway – a freight line for a direct container transport connection between continental Europe and northern England – in 2002 - and was ignored.
So, it can be concluded that the powers that be think re-opening the only line built to a European loading gauge and so able to take containers off the roads is not a viable option and the line is best used as preservation steam line and foot path.

1.1 percent sounds small - £8.5 billion sounds very big!
