Those of us with older steel-winged Morgans are only too familiar with this! Because the steel wings were made of many sections welded together, quite a lot of filer was needed to get a smooth finish.

The result is that after 30 years or so the filler flexes and cracks away from the underlying steel. My wings are a right mess now. I'm just squirting ACF50 into the cracks while I save up for some fibreglass replacements.
