Looking at the bid pattern and the fact that it was relisted almost immediately, I suspect that the "winning" bidder last time was actually the seller.

The guy is almost illiterate to judge by his way of writing and quite likely English is not his first language. I wouldn't hold that against him but his terms are ridiculous.

Quite likely he is reasonably ok, given that he lists his phone number. If I was really interested in the car I would be making an appointment to see the car and negotiate directly. It may actually be a very reasonable buy for what it is.

Could be, but £14,900 is an unusual amount to win an item with; it's more the sort of bid from someone who already knows the seller wants £15K. If the winning bid had been £15,100 I'd have been more convinced.

Bidding up an item by the seller (using a different "name") or by the seller's mates pushing the bidding up to near a reserve price, is quite common on Fleabay...

It wouldn't surprise me one little bit, it's a chancers advert for sure.
