It appears from the comments and wiring connectors shown that this a version of "fool the ECU by spoofing the sensor inputs" type of "enhancer".
The S&S tuning software, which reads the actual sensor values, is free. Though you do have to learn how to use it, and it's a wee bit complex.

Forgot about locked ECU. Yes, you need an unlocked one to alter settings. I bought an unlocked unit from Garage 56, for about double the cost of that tuning device. Surely there is a U.S. source for unlocked ECU's, but I haven't found one yet.
