My car has a stainless steel grill, with what look like welds holding the bars to the upper and lower frames.

Welding has advances massively in recent years. I broke my glasses across the bridge: titanium wire 1.5mm diameter so I assumed they were scrap but no, laser MIG welding fixed the problem for £40.00. The repair is virtually invisible. I looked up LASER welding... quite amazing,, tightly focussed high energy laser light and a gas blanket mean it is possible to weld any metal, however small, without heat creep and distortion. I'll bet the kit is expensive...

Why weld I would glue, there are glues that are stronger than welds in this case which is not a support weld. Over here we have a range of Gorilla Glues that are easier to use and much stronger than most welds especially on different metals.
