Actually it is from other electricity Consumers

So, effectively all Consumers are subsidising the (predominantly) middle income.

I’ve been hoping to hear from Adrian (AJSki2fly) ex multiple Morgan owner and now seriously into his EV,
Adrian now has Tesla, an array of solar panels and what appears to be a sophisticated storage battery set-up.
Please don’t ask me for details, but it all looks most impressive,
I would love to know which lucky owner ended up with Adrian’s old 3.9 +8.

Bud,
I chatted to Adrian a few weeks ago, all seems well in his world. We are both into Tesla cars, PV panels and battery storage, although I need a lot more and am toying with adding 3 more to give me 4 units that will gold about a day's power, excluding charging the EV. The idea is that buying from Octopus at 7.5p a kWh for the car and home battery effectively isolates us from the high day time prices.
I'm also investigating the cost of changing the gas boiler for an air source heat pump. Our boiler is 11.5 years old and the makers suggest a life before failure of 10 to 15 years, so it is "elderly".

Very sad but a classic "all my eggs in one basket" issue.

And in California, the tax and penalty situation on Solar Panels is complex - AIUI driven by the self interest of the utilities.
Is there a Californian who can explain it properly for us - all I can find is newsbites and click bait articles today.

Are these meant to keep the house running for a short while if you get a power cut? Mine don't seem to be able to do this.

A lot depends on the controller for the battery storage. It has to be able to isolate from the Grid so as not to electrocute anyone working on the powerline when the power is down. My first system with a SolaX controller powered the house during a power cut as does my Tesla Gateway Version 2. (Controller). The original Tesla controller when they first came out here could not isolate from the Grid so wouldn't allow back up power.
