Thanks for the info. Yes I cut the slot for a screw driver with a Dremel. Image, when you say go to the end of the bolt & cut straight down. Do you mean continue the screw driver slot I made? I do have a full size grinder as well as the Dremel.
My idea is to replace the present bolt & nut with a marine grade stainless cap head bolt & marine grade nyloc. Hopefully all will then easily undo allowing me to raise the tank and replace 2 of the planks. At a later date will do the front plank that is not rotten, as it is restricted by the panhard. Need to get the car higher for that. By the way am using Accoya for replacement.
The tie strip nuts came loose no problem.

If access is restricted you could use a Dremel with a metal cutting disc. It’s surprising how effective they are. Agreed, but please wear some safety specs chaps, those thin Dremel discs break very easily and ping bits in your eyes, very nasty

Replaced around 500 fixings on my Land Rover without using nut splitter. The worst old ones just sheared given enough purchase. Admit I may have ground the heads of one or two though.
Wouldn't dream of re-using old fixtures, all mine replaced with stainless. Richard Many years ago, I was warned not to replace some of the fixings (on a motorbike) with stainless, due to their inherent lower tensile strength. This might or might not be true, but that warning has always been at the back of my mind. Hopefully a wise TMer will be able to advise! Bud 4/4 - Stanley :budsterr It is generally true and I wouldn't dream of using them on engine or suspension unless cosmetic. The OP was discussing fuel tank fixings and supports though and I would sincerely hope they are not subject to any extreme loads.
