for the moment I connected the two tanks with a rubber hose because the aluminum pipe rubs in several places, I plan to connect the two tanks with a 15 ID 21OD hose with exterior metal braid.

These people won't be pleased with the use of plywood. They supply Morgan with top quality Ash wood grown in Lincolnshire, England. I can only assume that it's treatment was a bit 'iffy" or you have given it a fairly demanding life? My 2013 cars wood frame still looks like new after 35,000 miles.
