you're right:

Exactly - and tyres + brakes cause substantially more pollution than exhaust pipes:
"The report estimates 52% of all the small particle pollution from road transport came from tyre and brake wear in 2021, plus a further 24% from abrasion of roads and their paint markings. Just 15% of the emissions came from the exhausts of cars and a further 10% from the exhausts of vans and HGVs."

Perhaps they don't take the test because it is expensive to learn. They just drive without a licence or insurance......if the TV Police shows are anything to go on!

Euro 7 looks at brake and tyre dust. Carbon ceramic brakes for all?
Cars will be priced out of the market for the average citizen, returning them to playthings for the wealthy.
The Euro "Green Blob" wants to restrict personal mobility in their drive to a semi autocratic dependant society!

I'd think we're likely to get brakes that last the life of the vehicle - and perhaps in organic materials - tom minimise the maintenance and emissions

This is a question. Is it true that electric cars are substantially heavier and get through substantially more tyres? That the tyres are specially made?
That although alot of slowing is without brakes, when the brakes are used there is more crud as the car is heavier. So do we have more damage to the road surface because of the weight and more tyre crud from electric vehicles?

When I had my Tesla I was told on collection that as long as I used maximum regeneration braking the traditional friction brakes should last 100,000 miles.
The average EV weighs between 300 and 500kg more than the equivalent ICE vehicle so there is more energy to adsorb when slowing, but if that kinetic energy is converted to electricity there are no emissions.
Tyre wear depends on a number of factors, including vehicle weigh, speed, "G" loading and road surface composition.
It is possible to make tyres that last for 100,000 miles, but they would have very little grip, conversely look at the life of F1 tyres.

The proposed regulations are aa good example of bureaucrats pontificating without understanding!

I find it ironic that we spend so much time talking about exhaust pollution, when very little time is spent on pollution from tires, the second largest pollutant eminating from vehicals, and the largest pollutant of particular matter. The fact that EV are heavier causes them to wear tires more quickly, and extended range vehicals and then even heavier, simply adds to the problem.

Just a quick Google search gives a couple of sources:
Health Impact Tyre Particles Increasing Concern for Air Pollution
Green Car Reports
Guardian - Tire particulats are a huge threat to ocean life

This has been known for years - just look at the London Underground for knowledge of the impact of this. The brake dust is all that black soot around the walls. The Unions have been raising it against deaf ears for years.

Interesting on the underground brake dust issue Alistair.
I have no idea of the technology involved in the design of current underground rail road stock but would have thought that someone somewhere might have designed something in to utilise the "over run" aspect of the drive motors to reduce brake dust.. even if stored to power on board lighting or even to as a last resort to dump into resistance to loose as heat... But then chances my line of thought is one that may have been followed many years back and plays a part in the design as it is today, just that brake dust was thought to be no big deal back then, as it seems to be today for the snow flakes we seem to have become... laugh2

Agreed as with many thing we were poorly educated around many things that became significant issues.

Smoking was considered cool. When I was five we were in Malaysia and my parent covered me with Olive Oil to avoid my skin drying out and burning. Imagine being caught doing that at the park now!

I guess my point would have been better expressed as the confined spaces of the LU made this more apparent a long time ago.

We were looking to work with LU for some WiFi access which is now abundant. When we first did the test work we were warned about the rats (packs of) and dust eating or wrecking everything. I got into trouble with the product management team for feeding back the LU operations teams comment. "Thats made of a cheap plastic, the rats will eat it in one sitting. You will either need to put a corning glass dome or a metal case on it if you don't want to be down replacing them every day.". It seems our PM team did not have the same sense of humour as British Ops team.

Key words in your last Alistair... "significant issues."

Snow flakes old and young alike require to consider the likely REAL cost of "fixing" anything...or not doing so..therein lies the rub..?

Work experience..? A while back I typed just a bit of that which I had been involved in over the years, and in environments that would on occasion have potential to scare any reasonably sensible person, let alone a snow flake...In summation, I am grateful to have been afforded the variety of experiences provided while earning a living.
