ABT builds the chassis (or they did), I included the link in my earlier post.

You'll find that the Morgan image link is broken while all the others work.

With the broken link, I wonder if ABT is no longer making the chassis. A cold weld was mentioned above, it looks like the weld didn't penetrate the tube. I'd keep an eye on the other joints, especially the suspension tab welds.
Edited to remove speculation.

That's not a cold weld

That's poor design, cantilevering a component away from the frame without gusseting the bracket
