That harbour really does look like a model. There must be something else happening. Maybe extra definition and sharpening of the lines of the subject.....or slight blocking of the colours?

Could be. I took it with my Nikon D7100, and the manual is very opaque on exactly how it achieves the effect. All part of the magic of digital photography I guess...

As well as in-camera effects, there are some very clever post-production filter techniques that can give the same effect - they all try and simulate what would happen if a tilt-shift lens were used - proper tilt-shift lenses mess with perspective, and are often used in architectural photography.

As well as using graduated blurring effects to make it look as though the depth of field is very shallow, typical of a wide-open aperture at short focal length, the filters tend to also turn up the colour saturation, which adds to the feeling that you're looking at a model rather than the full-size thing. There's a good explanation here Wikipedia article on tilt-shift

and a fun web tool here https://tiltshiftmaker.com/ that allows to you play with the filter effects on any photo you upload. As has been said, it works better with shots taken from a high angle.

Try tilt-shift... Photoshop offers it but you may also find it on iphone with Google's Snapseed app... very easy to use + free
