This is no longer the case. It used to apply to vehicles over 30 years old that have no registration document (carte grise) or have been imported and registered under a "carte grise de collection". It means that you can register a vehicle without going through all the rigmarole of conformity. The rules have recently been changed so that there are no territorial restrictions on where you can drive in france with such a certificate, and the MOT is only every 5 years.
